The modern world is changing rapidly. And so are the rules for a safe existence in it. In recent years, the problem of drug distribution has become much more acute in the Mykolaiv region, the crime situation has worsened, the number of thefts and road accidents has increased, and the level of migration has noticeably decreased.
These and many other problems push us to find new alternative approaches to caring for our own and public safety. Since 2015, a new principle of activity “Community and Police Interaction on the Basis of Partnership” (community policing) has been actively implemented in the work of the Ukrainian police.
Community-police interaction on the basis of partnership is a constant, partnership and proactive cooperation between the police and the community, aimed at meeting the needs of the population in a safe environment of their place of residence, at the timely identification, prevention and resolution of problems and negative phenomena associated with the commission of offenses. In Ukraine, a legislative basis has been created for the development of a strategy for police interaction with the population, as well as the participation of local governments in ensuring and supporting law enforcement activities, but we lack practical experience and understanding at the community level of what resources and tools to use so that such interaction has a positive result for all participants in the process.
That is why, with the support of the Vladyslav Neveseliy Fund, a competition of projects "Safe Community" was organized, the purpose of which is to strengthen personal and public safety in rural settlements of the Mykolaiv region and the cities of Voznesensk and Yuzhnoukrainsk by building trust and strengthening interaction between the community and the police.
The priorities of the competition are:
Development of good neighborliness and shared responsibility for safety in one's own yard\street\neighborhood\community;
Development of infrastructure of territories (objects) that will meet security requirements: installation of video surveillance cameras, intercoms, outdoor lighting, road signs, arrangement of pedestrian crossings, improvement of territories (landscape design, installation of playgrounds ...)……..
Promoting police engagement in community-based problem-solving and police responsiveness to community needs.
Funding amounts
The maximum grant amount that a participant can apply for is UAH 20,000. The grant awarded can cover up to 80% of the project cost. The remaining project cost (at least 20% of the total project budget) must be provided by the participant's own contribution in cash.
An additional advantage in evaluating projects is the presence of a letter of support from the Police Department or a police station officer. Preference will be given to projects that involve the implementation of the Neighborhood Watch program with the active involvement of residents.

Implementation period
Projects that will receive funding must begin no earlier than July 15, 2019, and be completed no later than August 10, 2019.
Requirements for project competition participants
Participants who plan to carry out activities (implement projects) in the territory of rural settlements of Mykolaiv region and in the cities of Voznesensk and Yuzhnoukrainsk are invited to participate in this grant competition:
Associations of co-owners of multi-apartment residential buildings (OSBB) and housing and construction cooperatives (ZhBK);
Bodies of self-organization of the population OSN;
Public and charitable organizations;
Initiative groups of community residents;
To participate in the competition, the Applicant MUST organize and hold a meeting with members of the initiative group and interested residents, with the participation of his/her precinct officer and representatives of the Fund. During the meeting, the participants will be presented with the opportunities to participate in the competition, as well as approaches to implementing the “Neighborhood Watch” program. Applications from participants who have not held the above-mentioned meeting will not be considered. Application procedure
To participate in the competition, it is necessary to prepare and submit a project for a grant using the application form. The Foundation's employees advise applicants and provide general information on writing projects. Along with the completed application form, it is necessary to submit:
– A letter of support for the implementation of the project addressed to Neveseli Vladislav with signatures of at least 40% of the residents of the house, street or community (depending on the territory covered by the project).
– Scheme for approval of the location of video cameras by the police station officer (if the project involves the installation of video surveillance).
– Plan of the Safe Yard, Street, District, if available.
